phone accepts sim pin but locks to emergency calls only

we have a global sim which we first registered in uk . we are now back in france. have put the global sim back in the nokia lumia 610 ( this worked in uk ) now the phone acceptys the sim pin code but will only allow emergency calls outgoing. incoming calls are fine.
