I am looking at getting 2 simcards. One sim card is for myself & i would like to be able to phone Gibraltar. Which sim will i need and how much?

The second Sim will be for my partner who will be in Gibraltar, he will want to call me in england. WhIch sim would he need? And how much?

Also will we have to pay to receive calls from eachother? And if yes, how much?

My sim card, which previously connected fine to a Rwanda network will now not connect - I have no signal and where the phone previously said rest of the world it now says nothing. I had turned the phone off and on turning it on I accidentally selected north america. I turned it off and tried to reconnect to rest of the world but the problem then started. 

Basically, the number calling me will be a Uk number. It will be ringing my +44 (UK number provided with the sim) So how will the Uk number know its ringing an international number if the number is +44. 

My contacts list has the + symbol prefixing each telephone number entry. Using my Global sim, will I have to remove the + symbol from the number in order to call the UK from Uganda .. or will it be ignored.
It works OK for test calls to the UK .. ignoring the +,  but will it work when abroad?
