what is the difference in using a 1 before the pin for data on the UK sim as opposed to just using your pin in the UK

Reading this on the site re keeping your number: 'Because our SIM has a UK number you can set-up a divert to the SIM from your current UK network. Meaning that anyone calling your current UK number will be able to contact you whilst you are abroad(please check with your UK network first)'                                                                                  I live in the UK. I have a cheap basic nokia on a giffgaff sim.( GIFFGAFF uses O2 network)  Anyone know if I can use 0044 simcard and keep my number. I want to be able to make/receive cheap calls when I cycle through Netherlands and Germany next month..

I used to call my family in Lithuania, I noticed that it Increased maniacally from .15£ to .50£ 

would you please check that ?
